Mr. Frank Fowler

Mr. Fowler was born in Harrison, Arkansas.  He graduated high school from McLane High in Fresno and received a B.S. Degree in Civil Engineering from California State University, Fresno.  Mr. Fowler is a registered Civil Engineer in the State of California with over 34 years of Public Works experience (33 years with Fresno County and 1.2 years with Kern County).  Mr. Fowler retired from the Fresno County Department of Public Works and Planning in August of 2010 after 33 years with the Department in various engineering positions, the last 6.5 years as the Deputy Director of Public Works. 

Mr. Fowler is a member of the County Engineers Association of California and the San Joaquin Valley Road Commissioners and County Engineers Association.
