A seven member Board of Directors governs the District. The Fresno City Council appoints four members. To apply as a City of Fresno appointee, please access the City of Fresno web page. The Fresno County Board of Supervisors appoints two members. To apply as a County of Fresno appointee, please access the County of Fresno web page. The Clovis City Council appoints one member. To apply as a City of Clovis appointee, please contact the City of Clovis. Each director serves a four-year term and may be reappointed for consecutive terms. Board meetings normally occur on the second and fourth Wednesday of each month. The Board must approve the District budget, fees and assessments, direct matters of policy and enact ordinances, and perform other responsibilities authorized and required by the District Act.
The District’s citizen Board of Directors believes strongly in drawing maximum public value from every tax dollar provided for District services spent on flood control. It achieves this by forging cooperative relationships with other local agencies and creating an expectation of effective, quality service.

Sarge Green, Chair![]() |
Appointed by the City of Clovis: 2022 Current term expires August, 2026 Sarge Green is a part-time water management specialist with the California Water Institute and Center for Irrigation Technology at Fresno State. His previous efforts at the Institute and Center have included water policy facilitation, integrated regional water management studies, special water resource management reports and Director of the Center for Irrigation Technology until retiring from full-time employment in December 2020. Before joining Fresno State’s water programs Green was General Manager of Tranquillity Irrigation District in Fresno County and before that a senior scientist with the Central Valley Regional Water Quality Control Board. Prior appointments include serving as a member of the California Water Quality Monitoring Council and as Chair of the Water Quality Committee for the Association of California Water Agencies. He’s currently a member of the Public Policy Institute of California, Water Policy Center research network and a Board of Director for the Tule Basin Land and Water Conservation Trust. |
Raquel Busani, Vice Chair![]() |
Appointed by the City of Fresno: 2021 Current term expires August, 2028 Ms. Busani was born in Los Angeles, CA, and relocated to Fresno in 2006. She is an Associate Attorney at ERISA Law Center, a local law firm representing plaintiffs in ERISA and bad faith claims arising from the denial or termination of benefits under their employer-sponsored plans. |

Appointed by the County of Fresno: December 2010 Current term expires August, 2026 Mr. Fowler retired from the Fresno County Department of Public Works and Planning in August of 2010 after 33 years with the Department in various engineering positions, the last 6.5 years as the Deputy Director of Public Works. |

Appointed by the City of Fresno: November 2017 Current term expires August 3, 2026 Ms. Auston is principal at Auston Consulting. She brings to the Board many years of media, government, and public outreach experience. |
Erin Mendes![]() |
Appointed by the County of Fresno: 2024 Current term expires August, 2028 Erin Mendes was born and raised in Hilmar, California. Mrs. Mendes graduated from Cal Poly, San Luis Obispo with an Agricultural Business degree and a minor in Dairy Science. She is now the Chief Financial Officer of A&E Mendes Farms, an almond farm she and her husband own. Mrs. Mendes looks forward to contributing her strong sense of fiscal responsibility, agricultural background, and understanding of her community’s needs to the FMFCD Board of Directors. |
Aisha Allen Rojas![]() |
Appointed by the City of Fresno: May, 2024 Current term expires August, 2026 Aisha Allen Rojas was born in Pasadena, then raised in Fresno, California. Although she pursued her passion for architecture and interior design during her time at Fresno City College, she found her true calling emerged in 2018 when she became a dedicated Realtor. Director Allen Rojas strongly believes in the power of education and community involvement. In 2019, she co-founded Realtist of Fresno County: an organization committed to educating, providing resources, and advocating for homeownership. Additionally, she actively participates in various associations, such as the Fresno Association of Realtors and the Women’s Council of Realtors. In both her personal and professional life, she strives to cherish every step of her journey, and approach each new challenge with a wealth of enthusiasm and passion. |
James Martinez![]() |
Appointed by the City of Fresno: January, 2025 Current term expires August, 2028 James Martinez, a Fresno native, holds a B.A. in Political Science from Fresno State and a Master’s in Communication Management from USC. With over 15 years of experience in public service, he has worked to strengthen communities in the Central San Joaquin Valley through advocacy, engagement, and public education at the local, state, and federal levels. He served as a Trustee on the Fresno County Board of Education and has been involved with the Fresno County Economic Opportunities Commission among other community organizations. As Fresno County’s first openly gay male elected official, he has been recognized at the state and national levels for his leadership. James is committed to leveraging his government experience to promote, water equity, environmental stewardship, and infrastructure resilience. |
