A seven member Board of Directors governs the District. The Fresno City Council appoints four members. To apply as a City of Fresno appointee, please access the City of Fresno web page. The Fresno County Board of Supervisors appoints two members. To apply as a County of Fresno appointee, please access the County of Fresno web page. The Clovis City Council appoints one member. To apply as a City of Clovis appointee, please contact the City of Clovis. Each director serves a four-year term and may be reappointed for consecutive terms. Board meetings normally occur on the second and fourth Wednesday of each month. The Board must approve the District budget, fees and assessments, direct matters of policy and enact ordinances, and perform other responsibilities authorized and required by the District Act.

The District’s citizen Board of Directors believes strongly in drawing maximum public value from every tax dollar provided for District services spent on flood control. It achieves this by forging cooperative relationships with other local agencies and creating an expectation of effective, quality service.

KACEY AUSTON

KACEY AUSTON, CHAIR

Appointed by the City of Fresno: November 2017
Current term expires August 3, 2022

Ms. Auston is principal at Auston Consulting.  She brings to the Board many years of media, government, and public outreach experience.

LAWRENCE GARCIA, VICE-CHAIR

Appointed by the City of Fresno: April 23, 2020
Current term expires August 3, 2024

Mr. Garcia was born in San Diego and grew up in Fresno, in a law enforcement/health care/entrepreneurial family.  He is a U.S. Navy Gulf War Veteran, a former fire fighter for North Central Fire District in Fresno, worked as an EMT/paramedic for American Ambulance, and as an Emergency Room technician at Valley Children’s Hospital.  He is the owner/founder of AmeriGuard Security Services of Fresno, which employs more than 600 people.

Roy SpinaROY SPINA

Appointed by the City of Clovis: August 3, 1994
Current term expires August 3, 2022

Mr. Spina was born in Los Angeles, and has lived in Fresno and Clovis since 1942. He attended Fresno schools and graduated from Fresno State with degrees in Math and Civil Engineering.

Mike RastegarMIKE RASTEGAR

Appointed by the City of Fresno: August 2005
Current term expires August 3, 2022

Mr. Rastegar worked for Caltrans from 1984 until his retirement in December, 2012. He held positions in construction, project development, traffic engineering, and project management.

Frank FowlerFRANK FOWLER

Appointed by the County of Fresno: December 2010
Current term expires August 3, 2022

Mr. Fowler retired from the Fresno County Department of Public Works and Planning in August of 2010 after 33 years with the Department in various engineering positions, the last 6.5 years as the Deputy Director of Public Works. 

James BurlesonJAMES E. “BUZZ” BURLESON, JR.

Appointed by the County of Fresno: January 2011
Current term expires August 3, 2024

Mr. Burleson is a Registered Professional Civil Engineer with a BS degree from the University of Houston and a MBA from Fresno State including international studies at the University of EFCE Paris, France.

Raquel BusaniRAQUEL BUSANI

Appointed by the City of Fresno: 2021
Current term expires August, 2024

Ms. Busani was born in Los Angeles, CA, and relocated to Fresno in 2006. She is an Associate Attorney at ERISA Law Center, a local law firm representing plaintiffs in ERISA and bad faith claims arising from the denial or termination of benefits under their employer-sponsored plans.
