Senior Management

Alan Hofmann, General Manager

Alan Hofmann serves as General Manager-Secretary, overseeing all aspects of administration, planning and operations of the District. He is a registered civil engineer, and started his career with the District in 1979. He has managed both the Design and Operations engineering departments, prior to appointment as General Manager in 2014. He graduated from California State University, Fresno in 1979 with a Bachelor of Science degree in Civil Engineering.
Peter Sanchez, District Engineer

Peter Sanchez has been with the District since June of 1990. He started as an entry level engineer and became Design Engineer in 1998. In 2001, he became Operations Engineer and subsequently became the District Engineer in July of 2014. He is a registered civil engineer, and graduated from California State Polytechnical University at San Luis Obispo in 1990.
Berta Mims, Assistant General Manager-Administration

Berta Mims joined the District as Assistant General Manager-Administration in 2018. She oversees Finance, Office Management, Human Resources, Information Technology, and Environmental Resources, as well as communications, grants and legislative functions. Ms. Mims comes to the District from the County of Fresno, and brings 10 years’ experience in human resources, risk management and safety, employment classification and compensation, and recruitment. She earned a Bachelor’s degree from California State University, Fresno in 2001, and earned a Master’s degree in Public Administration in 2010.
Paul Merrill, Finance Manager

Paul has managed the District’s Finance Department since 1995. He is responsible for all finance and accounting functions. Paul brought 20 years of experience with him to the District, and worked as a Certified Public Accountant in finance and controllership roles for a variety of private companies. Paul graduated from California State University, Fresno with a Bachelor's of Science in 1978, and was admitted to the State Board of Accountancy in 1980 (current status is inactive).
Daniel Rourke, Environmental Resources Manager

Daniel is the District's Environmental Resources Manager. He has worked for the District since 2001. He oversees the NPDES stormwater program along with other environmental regulatory programs. After teaching science for 5 years, he began his stormwater career in 1987 with the Chesapeake Bay Foundation. In 1990, he moved to California where he managed the Water Pollution Prevention Program for the City of San Francisco for 11 years. He has a Bachelor of Science Degree from Penn State University and a Master’s of Science Degree from Shippensburg University.
