Which Construction Projects Require Stormwater Permits?

At this time, construction projects disturbing one or more acres, and smaller projects which are part of a larger common development or plan greater than or equal to one acre, must secure a State General Permit for Construction Activity pursuant to the federal Clean Water Act.

How Do I Get a Permit for My Site?

You must submit a Notice of Intent to be covered by the State General Permit and an annual fee to the State Water Resources Control Board. The State General permit, which contains the Notice of Intent and all the information you need, can be downloaded from this site.

What Are the Basic Requirements of the Permit?

To comply with the permit, you must implement a Storm Water Pollution Prevention Plan prepared for the project. A fill-in-the-blank and check box Construction Model Storm Water Pollution Prevention Plan and list of BMPs is available from the California Stormwater Quality Association (CASQA) to assist you in meeting permit requirements.

You are also required to inspect and record your observations of your site before and during storm events, submit notices to the state for ownership transfers, and notify the state when the project is complete. You must implement and revise your Storm Water Pollution Prevention Plan as necessary to ensure pollutants in storm water discharges are minimized. Does the District Offer SWPPP Training?

Yes. Training courses offered free of charge and are designed to assist developers, contractors and sub-contractors responsible for implementing stormwater pollution prevention erosion and sediment control best management practices (BMPs) at construction sites.
