Chairman Richard Welton

Mr. Welton attended the University of Arizona, graduated from Chico State with a B.S. in Civil Engineering, and completed the management certificate program offered at the College of the Sequoias.

After college Mr. Welton began a career focused on public works and went to work for Fresno County for 13 years, then to Tulare County Public Works as Assistant Director for four years. The next step in his career was a move to Merced County as its Deputy Director. Mr. Welton then returned to Fresno County as Director of Public Works and Development Services for 15 years, retiring in October of 1996.

Mr. Welton now does independent engineering and consulting work. In addition to his work for the District, he is also on the Advisory Committee for CSU Fresno’s Engineering and Computer Science Department and volunteers with many other local organizations.
