Mr. Frank Franco

Mr. Franco was appointed to the District Board in 1988 and served as Chairman from 1996-2006. He has worked for the Fresno County Economic Opportunities Commission (EOC) for more than 20 years, and is currently its Business Liaison.

In his early years Mr. Franco and his family migrated from the Imperial Valley and other counties in search of work as farm laborers, but always called Fresno their home. Mr. Franco joined the U.S. Army at 17 years of age and served two tours of duty in Vietnam.

In addition to his leadership role on the District Board, Mr. Franco is involved in many local organizations and currently serves on the Boards of the Greater Fresno Area Chamber of Commerce, the Economic Development Corporation serving Fresno County, the Fresno Chief of Police Advisory Board, the San Joaquin River Conservancy, and others.
